They are not real long lived.If the fuse blows only when you push the bark brake button then you have a short between your switch and the parking brake solenoid. Check your wiring for any bare/chafed wires that could be grounding out.

A fuse that is melting (to me) indicates the amp draw from what ever it's protecting is close but lower then the fuse rating. Put a new fuse in and try to operate the machine. When the brakes lock up, feel the coil on the solenoid.
